Mention the need to subscribe to the GTK+ mailing lists.

        * gtk/resources.sgml: Mention the need to subscribe
        to the GTK+ mailing lists.

        * gtk/building.sgml: Go into much more details about
        building the entire set of GTK+ libraries and about the
        dependencies that are required.

        * gtk/building.sgml: Add docs for --enable-explicit-deps,
        --with-xinput.
